Plus if you are able to spend some time on SEO etc, you could even begin generating leads directly via your website.As far as best design / response rate, that depends on your list, and the usual advice is just do some testing and be ready to spend quite a bit on marketing persistently.  

Instead I would either do something generic like finance or business which are both solid options for obtaining a high paying civilian job, or I would learn computer programing, SEO or something similar. 

This makes targeted direct mail, cold calling, texting, SEO, SEM good strategies.
