I have found trash there with a mailing label of a neighbor but am unsure how to confront that person.I have bulk trash services through the city but the items outside the trash can are not picked up.

And if I accused them of being slobs, they'll become confrontational, and threaten to sue.I had none of these problems when I hire pest professionals and put them on annual contracts.

I have a lot of skills to offer as I manage four retail stores that net >$1M per month in sales, hire/screen candidates weekly, have excellent critical conversation/confrontational skills, and I am the personnel leader for more than 100 employees.

You'll still have to confront the same issue in a month this way.

A little context - my tenant has been in a pissy mood since I confronted him about misusing the driveway (blocking traffic flow).

The only way out is confronting the underlying fear. 

I would not be too confrontational with this crazy tenant, since you need to see them frequently.
