However, considering a 4-plex configuration (2up, 2down) the access is via exterior stairs and that's no exposure at all.IMO, all parties (LL, allergic prospect & all others) are responsible for themselves and other than criminal activities and communicable diseases, owe nothing to the other - - and we still get back to "How was I to know?"

I like the idea of having a  portable home ramp so it can be taken on and off a flight of stairs whenever.

The house were looking at buying (that's posted in the story) has a built in Mother-In-Law suite up stairs.

Two garage doors in the front, no entrance except the garage doors.The second floor is a living area and can be entered via exterior stairs.

I am just curious everyone’s thoughts on these stairs?

If it's a fieldstone foundation, you may need hydraulic cement to seal spaces between the stones.If it coming up from a high water table, consider french drains with a sump pump, or if you're on a slope, a gravity drain. 

I had to have an abatement contractor remove cement/asbestos shingles on a commercial building before demolition and found that the difference in bids between contractors was huge, so get multiple bids.
