Most of the big land wholesalers whole-tale the deals, meaning they actually buy/close on the land (using their own money or other people's money) and then list on the MLS to sell, because it is very difficult to find buyers without widely marketing it.

In my experience these brand new rentals don't get the rents anticipated by out-of-state buyers.

IN Oregon. we have very few derelict houses or building very few.the one area north of downtown ( the old warehouse district) most all bigger cities have those areas.. the City put a 10 year tax abatement for repurposing the buildings to residential so buyers did not owe property tax for 10 years. 

Some of these will have buyer premiums over the top of your sales price and almost all will have limited inspections.

Buyer pool is just too small. 

IE the buyer themselves buys low end tough to manage assets because they look great on paper.

It would rent out pretty easily if you needed to wait for prices to stabilize and more buyers to come back into that area.
