Like many military bases the surrounding town is normally small rinky dink with civilians trying to take advantage of military members (loan sharks, auto dealers, gang members, and drug dealers)  Your properties will probably be relatively stagnant due to it only being a military base.

For now, the tenants need to know, on the day of close, where to mail their rent (or update their auto-pay), how to make out the check (matches the new bank account) and who will be the property manager, with the contact phone numbers of the property management office or person.

I would say if all mechanical systems are working, there's no leaks, and some sense of integrity in performing the work: then someone could potentially be ok not completing all the fixes required to make a place market ready and rent for cheaper.
