The tax payer should be able to vote on the appraisal board, review board and the chief appraiser directly.

The chief appraiser generally has types of assets by code.

However, there are other factors that are significant contributors, chief of which, in my opinion, is the fact we still have a lot of out-of-state folks coming to Arizona to escape the higher costs of living in other states (like California).
