I saw hundreds of knuckleheads in Michigan protesting and no one getting arrested, so I'm guessing you wouldn't get arrested providing a needed appliance to your tenants. 

Then adD some language to protests you from this happening with the next tenants.  

The fellow refused to pay the charge and closed the account in protest.

I definitely can't do a whole lot regarding taxes other than annual protests.
