@Duncan Van Horn, I strongly recommend that you engage a professional property manager, find the absolute premier manager in the area.

If you deliver something in written English, the tenant will need to find a resource to translate/interpret it into their preferred language.

I speak 3 languages: French, creole, and English, currently learning Spanish.

They did not speak English.

Another hombre that didn't speak English ran over to me with his phone and showed me a video.

All may offer some of the same financial benefits (owner financing, etc...) and, depending on your own reserves, may allow you to create the premier facility in the area that commands premium rants and can really be a cash cow.  

I can only imagine a mistake made perhaps because English is not my tenant's first language and his accent is pretty heavy.Yesterday he calls my manager (H and I live in Germany for his W-2 job) and says "Please have the furnace looked at,  my bill is $150 this month (apartment is under 600 sf),  I can't afford it,  It's been over $100 a month for several months".

The only english you'll see is me saying, "then just pay your payments".
