Ten years ago we had "warm body loans," if you had a "warm body" the banks would make you a loan. 

I agree, dratically trim the front hedge at least 1/2, Paint the garage door the same color as the body of the house the accent trim that's white could be done in contrast color.The body of the house looks like brick, I wouldn't paint that.Maybe new exterior lights by garage.Front door is hard to see. looks like it matches garage door..

My PM is saying that I would have to pay a set out fee which is having 4 able bodied men to actually move the stuff out the apartment and that is could cost up to $400+... my question tho is since the eviction was being filed for the rent in January, and I hadn't closed until the end of January, shouldn't it be the previous owners responsibility to get the tenant out???

Your state regulatory body should have a clear explanation of what is and is not acceptable.

In my prescreening questions I learned that the 2 make over 3x income when together.  

I want a new make over on budget, but using materials that are durable for a beating because of tenants. 

As far as the overall deal, i would say you have to ask yourself how many repairs will i need to make over the next 5 years?
