So the only way to get rid of the spots and the smell is to remove the carpet and pad, seal any spots in the wood of the flooring, and replace with new carpet and new pad.

We recently exercised this right due to smelling smoke next door coming from a "non smoking" apartment and were able to make a substantial increase in rent due to evidence found of smoking in the unit.
