First off, in some brokerage accounts, you can move money around index funds without incurring a taxable event i.e VTSAX to VTI or something or withint a 401k or Roth and completely change your funds much like a 1031 Exchange.Second, 1031 exchange is just shifting money around not avoiding taxes on usable cash.
