A judicial foreclosure sale, tax sale or a judgment creditor levying property... those would require court order and the "sheriff's sale" would typically be supervised by law enforcement.

If you do not supervise your out of state property manager through emails, phone, drive by inspections by others  etc sometimes they'll neglect maintenance and jeopardize the safety of the tenants.
