If it is a closet, can you raise the ceiling in the stairs/the floor above it and make a 'bench' in that part of the closet (not for actual sitting, but raise the floor and maybe add shelves above it so it doesn't stand out)?

I would replace the counter top for personal reasons but again it will not increase rent.I would defiantly put in a closet and there by add a third bedroom, I do not understand the purpose of the sky light and would not touch it.Adding a third bed room is the only improvement that will warrant higher rents and is relatively inexpensive.

Someone earlier mentioned off market deals, I would go with that route so that you can start finding deals below market value, and also consider a value add... not sure if you would be open to minor rehabs, but if you can buy an off market deal for a good discount, and then say add a wall and closet to turn a 1bdrm into a 2bdrm, you can add some serious rental boost to your property.
