If you are raising the rent I'd make sure its cut and dry and is at the end of their lease term, I wouldn't trust that notarization tid bit you got from someone else, if the lease is signed and executed its likely valid through the full term.

And one other thing I've noticed here - the really bad stuff - miswiring in electrical panels, unsafe gas installations, etc - tend to be done by people either doing it themselves or hiring their brother to do it because it costs way more than it should to do it with licensed people pulling permits because of all the BS they have to go through, which means they have to charge more money.
