Correct, I use real estate agents for rough numbers as they are less expensive, obviously not as accurate but good enough for his purposes..

After I renovate the properties and sell one, would I need to get the property rezoned if I intend on having it mixed-use? Rent

Springdale is pricier but could probably command higher rents if you can find a place.  

Houses on my street just 2 blocks away command at least $150 more in rent.  2) lead paint certs just depend on the property.
