Your age should have no bearing on your getting a loan; lenders are prohibited from discriminating  based on age, just as they are on race, religion, etc.

It is VERY possible that there are exceptions for buildings of 4 or less units. 4 or less units qualify for FHA mortgages under a federal guideline - so perhaps the prohibitive New York legislation only applies to 5+ units?

Depending upon where you are in PA, zoning and land use may not be a problem, but apparently there are lots of hoa's that sue and or get sued as a result of common issues, so insurance can be crazy expensive  or prohibitive.
