You don't own it you can't modify it and they don't want to be liable for anyone getting hurt, anything happening to the property or fixing anything that you started if you fail to close.

The lender can't really modify a note that is current under SBA guarantees or insured, it will effect the terms underwritten.

A CFD is not the way to go, but putting in the offer that the Realtor gets the commission at signing an installment purchase, by modifying the listing agreement, will improve your chances.A listing doesn't have to be made for an installment offer to be made......unless the listing says no installments or specifies the offers to be accepted.

You could probably clean up the mold with some bleach, but if he never cleans the bathroom, it will keep coming back unless you provide him with maid service.Still, if I liked the rest of the building, I would have modified my offer to make it contingoent upon the long term slob being gone.Then I would have cleaned his unit up, gotten rid of the mold, painted, and obtained a new tenant that know what a bottle of cleaner was used for.
