We can deal with it, but every now and then I walk into a house that is so infested, there is just nothing we can do to save it.  

A warzone neighborhood is heavily crime riddled from home invasions, carjacking, to purse snatching, drug infestation, unkepted lawns, trashed streets, abandoned vehicles(which oddly enough Philadelphia local officials have taken a stand on those back in the 1990s and they are rarely seen at all today but the blight houses still exist heavily).

We did one built in 1830The years of plumbing retrofits & the tree root infested sewer pipe was a nightmare !!!

So we called a different pest control company to check it out and sure enough it is infested with termites.

., so an inspection could show no beg-bugs and a month later have an infestation.

Before I sent the contract package I asked a colleague to go to see the property for me and found out that the land had a very very bad cliff, the property was on a flood zone, more than 10 properties around were vandalized, septic tank was in code violation, property interior was completely in code violation, it was infested with the worst kind of termites, missing all electric and plumbing, etc.

There are some great prices here in the KC, MO area for houses but you will be in Sec8 or at least crime infested D neighborhoods.  

Not saying you aren't capable but you need a LOT more knowledge before stepping off into these shark infested waters.

The low end for any home, a rat-infested fixer with a bad roof, is $250k.

Although the carpet was not new when they moved in, it was in very good condition.Also, this tenant had very slovenly habits in general and during their stay, the apartment became infested with German cockroaches.
