Any challenges you encountered and what did you do to resolve the issue or issues.

My property manager is a tremendous resource for me when I encounter nuanced buying situations in my local market (San Antonio).If not, I think it might be well worth your while to engage the services of a knowledgeable real-estate attorney to see what your options are. 

Lenders that I have encountered will generally require 100% coverage even if the flood certificate says the risk is low.  

Based on the fair housing act, is it legal to turn him down since his income is legit and justified, and have someone encountered a similar situation?

Also w/your previous encounters w/them I’m thinking you haven’t struck up a genuine rapport w/them enough to guilt them into understanding this was on them.
