In Wisconsin houses have an inner and an outer drain tile system, basically a pipe with holes that runs around the foundation and collects all the water and then guides it into the sump crock, from where you can pump it out and discharge far away from the house.A dehumidifier is your last line of defense, but if #1 and #2 are done correctly and you have proper ventilation (install a super quiet high CFM fan on a humidity switch) you should get down to pretty low levels.You want to talk to a basement contractor, they specialize in foundation and water issues and have the crews to deal with it.

In the event a person purchases that property where the IRS is not being removed, it would fall unto the Buyer of the property to handle the discharge (not to be confused with a release) of the lien on their own.

Only that they have the authorization to hire, supervise and discharge services and independent contractors for repairs/maintenance necessary.I'm relatively new to rental ownership (3 years) so I suppose this goes with the learning curve.

The cement floors would literally get very damp to physically wet not from cracks but from the constant infiltration due to the hydrostatic pressure building up under the cement flooring & against the walls.I redesigned the sump pump system to discharge 30 feet downward from the natural slope of the lot & the perimeter of the basement walls.The basement is now so dry we no longer need the dehumidifier on nor does the floor exhibit any residual dampness.When I built my sons home we completely surrounded the perimeter of the home with a drainage system that directs the roof runoff & sump discharge 100 feet away to a French drain.

I wouldn't have an issue renting to someone who has previously filed bankruptcy and already had it discharged, but I wouldn't even consider renting to someone who is contemplating the initial filing of it.
