-  you can pay X for land to build e.g. 60 apartments or pay up to Y to build up to 100 Units?

I find these to be toys, and not serious business devices. 

For example, say you wanted a list of all the property owners & addresses for all the 3-5 bedroom homes, in x area, with no mortgage, with a lot size of x to y, with an assessed value of x to y, build after x year, with no pool but with a basement, and much more.

They will not accept things such as flushable wipes, personal wipes, baby wipes, paper diapers, sanitary napkins, tampons, wads of toilet paper, dental floss, balls of hair, paper towels, newspapers, grease, oil, table scraps, bones, clothing, rags, sand, dirt, rocks, or children’s toys.

I am currently in the process of evaluating a deal involving a home that has a balance of two mortgages totaling 61k. the previous owner took out a second mortgage to pay off all of his toys.

My name and also the name of the person that has been an owner in the building the longest.I recently printed off the past 6 months of bank statements and went through the charges line by line.Pizza, groceries, food delivery, gas stations, Wal-Mart, ATM cash withdrawals, liquor stores, more liquor stores, and a sex toy store.As soon as I found this, I knocked on the suspect's door and told him that I "found some charges on the account that don't seem legit, the association debit card might be compromised."

The current tenants leave empty beer bottles in the yard, leave toys outside, and store items like folding tables propped up against the exterior.

I have been toying with the idea of buying a food franchise, and have been working towards it for last couple of years. 

I'm very interested for a few reasons.1) Its local for me and from what I can see compared to other land in the area is a very good price2) The seller is not against doing seller financing which I'd likely take advantage of3) he's willing to do a partial trade for some high end "toys" I own (sports car, motorcycles, etc.)Before going any further I'll be researching the township's rules and regulations on billboards to get a better understanding. 

I'm not sure about the bragging about her new toys, but the fact that the cleaning lady plus the maintenance person is saying they're booked to capacity and the manager is stating otherwise, that should be a MAJOR red flag.
