I would stick to an area that has a long history of tourism being a critical component of the economy.

But now, with travel restrictions lifted, including China, tourism numbers are on the rise which is good news for the hotel industry's occupancy rates.

There is a boom happening in NC tourism, and there are more opportunities than people realize. 

Much depends on location, but San Diego is a good location for tourism and business travelers alike.As for why more people don't do it...I'm sure a lot of folks assume it's harder and more draining (physically and financially) than it really is.

This town's economy is based on tourism and there are VRs everywhere with no big player to push for heavy regulation.

I recommend sticking to regional drivable vacation/tourism dependent markets because typically they will have more stable regulations. 

I have been cold calling, meeting with local tourism partners, music partners, etc.

Its an idea that will backfire, and possibly cause harm to the tourism industry of PR. 

There are lots of tax incentives as well, especially tourism real estate.
