Would consider California possibly Ventura County if I could find a property on a large lot where I could build an ADU but I think I’m priced out there.  

I am also a licensed CA Real Estate Agent here in Ventura County, CA and always keep an ear out in the web forums and social media groups for other Agents that have clients that need to place 1031 money as well :) Sometimes it can definitely help the mom & pop like you mentioned when they maybe want to sell their assets but don't know what they exit options are.I also speak with smaller apartment investors in case part of they way into a property purchase is giving the sellers an options to 1031 into Syndications.

If I were you, I'd try Midtown/ Ventura Village/ Phillips/ Powderhorn in Minneapolis, or Midway/ West St Paul/ Payne Phalen in St Paul.

I'd go south (Long Beach) or north (Ventura) before I'd go east.

Does anyone here have experience looking up NODs, Notice of Trustees, etc for Ventura county?

California is a bit of a different animal..right now target areas are Ojai/Ventura and beyond.
