Over the past 2 years I've contacted about 10k owner by direct mail, dropping off post cards, 1,000 address mailing lists, direct yellow letters and through all the effort it hasn't transpired to much.

After all, it's the ones who did deals before you that you can thank for much of what has transpired lately, the regulator types just got feed up with the scammers and changed things for everyone.

If the move doesn't transpire then at least you can do something else with it.  

Document everything though so that you can show an a good attorney what has transpired though.
