What your describing is 20 to 25k for a full rehab.no mention of cabinets toilets  condition of tub and surround.. appliances as you mentioned.. although in these low end rentals Stove only is appropriate in most instances..

I live on Long Island in New York where tenant laws are not favorable for owners and often could encourage squatting. 

I'd rather no toilet than the opposite worse-case scenario.People need to be informed of the risks.  

The property is undergoing a light rehab (new paint, new LVP flooring, new toilets, new kitchen, new vanities etc).

Either the toilet is leaking below the floor level or there is degraded caulk/grout surrounding the tub/shower/walls.

Unlike San Diego, the laws about rent increases and evictions and things like that are more reasonable for landlords, making those nightmare evictions stories and squatting stories less likely (hoping I never have to take advantage of that but still good to know)So i'd look for things like that if you can, good luck and do let me know when you end up closing an out of state flip!
