The fact that there's only 2 meters on property is a huge hint that the third unit may not be legal or may be a legal non-conforming use.My guess is the property has a main house and an ADU that was once a shed or a barn in the back.

The only reason they shed tears and beg to stay is because you are probably renting to them well below market and it is in their best interest to stay put as long as they can.Did you sign a lease?

Also might be good to talk with your agent and get an idea of what an extra storage space is valued at in your area (I've seen sheds be valued at several thousand before) so that might defray some of your building costs.
