If you have never done a project, let alone over state lines, then I probably wouldn't recommend it.

It takes a lot of practice and sucks in the beginning, but if you stick with it long enough and keep improving it will be worth it

BiggerPockets also has a calculator to analyze deals, and I highly recommend you start this as soon as possible, even if you are not ready to buy.

I'll just say that nothing is going to teach you more in this space than practical experience.

What new apartments are permitted around it...or 1/2 way thru construction, but not on the market.How do you become an expert or master it.....probably like any other skill...practice. 

But I recommend you study it much more extensively before diving in. 

Set clear goals, save for a down payment, and practice analyzing deals to build your confidence.

With $20K to work with and a being new to US real estate I would recommend partnering with someone local.
