Does anyone know of a lender that will give a HELOC on an investment property.  

You'll pay a higher rate and may need to have more of your own money in the deal in case of unexpected repairs.

My remodel strategy is to use some of my own sweat equity and running subs to save enough money to upgrade the flooring, kitchen and baths slightly beyond the peers. 

I'm looking to get started investing in the DFW area.
