Aside from a couple texts and emails, my tenant has ignored all attempts at communication even though I offered to work out a rent deferral or reduction plan at the beginning of the pandemic if needed.

I'm going to ignore it and focus on Real Estate.

From my experience (being on the DNC list and getting dozens of telemarketing calls a week) the main strategy is to ignore it and call everyone anyway. 

If they ignore you then they will have to pay for any damage caused by this dead tree falling on your property.

Regardless of your feelings of the tenant, this isn't something you can ignore.

The appraiser went with only the comp sales approach and totally ignored the income approach...

So the unit cannot have any known health and safety issues.For years there have been areas that ignored unpemitted units before sb13.
