Unless it’s self-evident what the disability is, I believe that you can ask for a letter from a licensed medical professional stating the tenant has a disability and that they need both service dogs for their disability.

Google again and replace "inspections" with "survey".The property does not need to be ADA compliant unless you have a disabled tenant.
