I find it hard to believe that once the site was decommissioned, and that an Enivronmental agency did not come in and inspect.

So worst case scenario, what happens to your cash flow if the city tells you to decommission your basement suites?

They had it decommissioned with papers but plumber said there is still a chance it will be your responsibility after I purchase the house.

When these companies merged, they would sometimes decommission their equipment on a redundant tower. 

If you do decide to switch it over make sure you decommission it properly.

The oil tank appears to have been decommissioned at some point since the home has been converted to gas but there was obviously a spill on the concrete floor that lingered around for 5-6 years.  

Hmmm.Might the Seller be forced (or volunteer) to de-commission 3 of the units before Selling?
