If there is no problem then the HELOC will provide more flexibility since the cash out re-fi may yield more proceeds after improvements when applying the 70 or 80% LTV limit whereas you might get improvement proceeds from an investment loan but you won't want to because there will be a lot of red tape, inspections, draws, lien waiver compliance and a lot of other crap they load onto improvement loans on investment property.

@Hieu Bui Your numbers are a bit off... roof itself will be close to $10k.. you have soffit rot and that might be rotted inside into the trusses... yikes..I saw ceilings that were leaking as well...Personally, I’d get a waste contractor bin.. remove all the crap, take a log screwdriver and then start poking around... you can see what’s not visible...Once complete, do a materials cost list.

What we do require is a signed pet agreement that has minimal rules(pick up the crap, flea & tick prevention, etc) and we require that they send a copy of current vaccination records and a picture of the dog(s). 

And with lehigh there are still 100k or more vacant lots so you have a classic supply demand.Lastly  ATL  land deals.. this one still bugs the crap out of me..

When confronted with defaults and not being able to continue payouts to investors from income, the fund resorted to funding crap deals at outrageous LTVs supported by highly inflated appraisals, because they could charge 10 points and use the points to pay investors.  

Depending on how much I had invested I'd be up many nights trying to decide to keep throwing money at this or not.Being totally honest, if I had any significant money invested in these funds right now I would be crapping my pants.
