One option where I would justify using the HELOC for a BAH, is to use it to purchase the rental, and use the cash flow from rents to pay it off immediately.

You are at an advantage being by an Air Force base (and still in the area) since you can probably market directly to your squadron/base housing officials plus you know exactly what the BAH is in the area.

Perhaps an offer was put in by his cousins, boyfriends sisters former roomate and he said "Bah I want that one lets see if they can come through, I am in no hurry".

Find out what your maximum BAH is for all housing costs.  

The problem here is my income from part-time job is not a lot, and not stable, my BAH is not considered as income.

Military BAH is great because it is tax-free.

Donald Shaver no not rolling in it but BAH is nice all year long and tax free income plus hazard pay is even nicer on deployment.
