I personally have walked this property and submitted an offer way back in like Spring.

If the bank does not get a better offer but turns your offer down, follow that property and re-submit the offer again. 

A housing voucher can only be used to submit a request to live in a property that is located within the geographic authority of the housing office who issued the voucher.  

After submitting the plans and getting approval from the city, are these tasks built by a contractor, or specialists such as electricians/plumbers/etc.?

You can also look online for columbus and see if there has even been an application submitted. normally the city gets back to the contractor or architect and they forget to take some small action that needs to be taken to get the building permit approved. what I will say is i'm doing a new construction and it's taken at least a few months, but for a small renovation it should be much quicker than a few months.
