If anyone has the specific law reference pertaining to this state and city, I would like to see it.What I do know is that if you harassed the police like that here in Ohio, you would definitely be arrested for disorderly conduct or something similar.

The city had a PR thing informing the public about illegal signs, that they were eye sores, trash on easements and poles, the allow garage sale signs but there is a registration and you only get 3 days.So, the thing is the public sees these signs as trashy and a problem for property owners and city/utility employees, especially nails in poles.
