There was a 10 year period where I was religiously contributing $6000.00 a year in my IRA and it was in small cap, mid cap, Large Cap, international, and fixed, and some went up and some went down and my value was the same as it started 10 years before.

There's only one high school serving the entire city, so except for the few kids going to private religious instruction or home schooled, the kids living in $500k neighborhoods and the ones living in trailer parks are going to the same school (ranked 28th overall in the state, for whatever that's worth).

As someone else mentioned, I rather take a tenant with an attitude that pays religiously than a nice tenant that doesn’t pay on time or causes other problems.

If the rent is still on time (ie the guy has a payee or is religious about paying), consider referring him to your county mental health/addictions/adult protective services/his payee, depending on whats going on.
