Maybe I'm misunderstanding you, but it sounds like you want to overpay your mortgage in order to build up enough equity to then have access to a line of credit on that very same money? 

I would imagine it would be a conflict of interest for a code enforcement officer to work with an investor, but maybe I am misunderstanding your question.Either way you know how dogs get that ridge of fur standing up their spine when they are upset and afraid?

It could be a simple misunderstanding, charge them an increased daily rate and follow up with a cure or quit notice for the day they say they will be out and start eviction.
