I spoke to the condo property manager about how this is a pretty expensive cost and whether it's actually the owner responsibility since this is plumbing inside the walls and for some units are the piping inside the common area walls.

If you're willing to do the legwork, you may be able to find someone to do the slab cutting and excavation, then have a plumber come in to do the piping work.

If your building is poorly built, that could be a disaster; a tenant leaving the heat off(to save $$ or because they forgot to pay their electric bill) during a cold snap could cause burst pipes and big damage.
