“Fill and wait” is when you bring in however many inches of appropriate topsoil to basically build your own leach fields for septic.

It states that for sleeping areas, "50% of the ceiling height must be at least seven feet high" but "Basements must have a minimum ceiling height of six feet eight inches." 

This tenant sounds like when you give them an inch, they take a foot so I would be proactive about managing their expectations for your own sanity.
