All of the things you mention will require an eviction action if the tenant disagrees, putting the landlord in the position of convincing a judge that the lease term was sufficiently violated to warrant eviction.  

There could be special circumstances where this would be warranted. 

For instance, find a comparable property listed at a higher value and schedule a preview/attend an open house to see what kind of upgrades are included to warrant the higher price.

If the property is selling for 120%+ of the last purchase price, they want to make sure that there were significant enough improvements made to warrant such an increase. personally, i don't think it should matter....HOWEVER, fha guidelines do require this so unless you don't want to accept fha buyers any longer, you really just have to comply...
