If the property is selling for 120%+ of the last purchase price, they want to make sure that there were significant enough improvements made to warrant such an increase. personally, i don't think it should matter....HOWEVER, fha guidelines do require this so unless you don't want to accept fha buyers any longer, you really just have to comply...
