Either you are the local or you are paying a premium to the locals to do it for you.

Then you could ask them directly if being tenanted affects their willingness to buy, and whether they expect a discount (or are prepared to pay a premium) to inherit tenants.You would then be in a better position to adjust your own Offer price accordingly.

You are paying premium for every dollar of rent you are getting.

In my area that can actually carry a premium if it's in good condition.

Some states will also require your Capital Reserves to cover Property Insurance Premiums, for 12 months.

As a long-term rental owner, I'd consider renting to you for this purpose but would definitely want a premium rent to compensate me for the risk.  

East Boston is another up and coming area to check out, but as @Charlie MacPherson pointed out even stuff in terrible condition is going at a premium.
