Once the foreclosure process has started, you can only get the train back on the tracks if you can pay off their loan and liens, which someone probably would have done earlier on a short sale if the upset value wasn't too high.

That way you're building a track record and making some money until you can start to build up your own pipeline of deals to take down. 

What are people using to manage/track their fix and flip milestones, tasks and progress?

There is also a monthly meetup at Twisted Track Brew Pub in downtown Roanoke on the last Thursday of each month.

You only need a place to track tenant information, payment history, maintenance, etc.

I actually have a few that I'm tracking now.

BUT this applies to experienced builders who have a strong track record of successful projects without trailing loss history.
