@Nick BaxterIn the Reno, NV market there are other housing programs that the local government offers that might be a similar strategy. 

It should be in Baltimore too unless they government there is particularly inept. 

The concepts were murky at best and read like an anti-government manifesto. 

Like most government programs, it did take time to get on board, but I feel like it wasn't too lengthy.  

With no state income taxes they government needs to get their money somehow.  

IMHO: This has been a long term plan for government with a few goals.
