Not many listings ever available and in random areas that need revitalization but it does give you 50% off list price if you are able to secure a job as a firefighter in that area and commit to being there for 3years...Sounds like you are looking to go out of state so might be worth looking to see if any thing looks doable :)

Obviously, the issue there is that my options are a lot more limited given the cost of buying in/near the city, but I know it's doable.

So your purchase price point and projected monthly rental criteria are defiantly doable in Indiana, and beyond Marion county alone, into Hamilton County in the areas of Carmel, Noblesville, Fishers, Westfield and Zionsville (Class A areas). 

It’s doable, but likely has to move extremely quick and basically seamless.

Is 24 months even doable (and/or wise) for the amount I need (I see only 12 months advertised)

Only one I’m not sure about is number 3 (didn’t know that was doable with duplexes?).

Have you talked with lenders to see if a refi is doable?
