There was a 10 year period where I was religiously contributing $6000.00 a year in my IRA and it was in small cap, mid cap, Large Cap, international, and fixed, and some went up and some went down and my value was the same as it started 10 years before.

There's only one high school serving the entire city, so except for the few kids going to private religious instruction or home schooled, the kids living in $500k neighborhoods and the ones living in trailer parks are going to the same school (ranked 28th overall in the state, for whatever that's worth).
