The analogy I use is a comparison with with automobiles - the automobile just gets a registration whereas a driver gets a license that required passing a test first.So a registered contractor in Pennsylvania did not have to pass any testing issued by the state.

Two of the offers were rejected and two duplexes moved forward, of those there was a major sewage backup on the day of inspection and the inspector found several other issues so we were down to one property.The property we were moving forward with had several Ash trees that were infected and tagged by the city- they were HUGE and once our offer was accepted we negotiated concession to cover the cost of removal.
