We did a pressure test like that and the plugs didn't hold.  20 or 30 gallons of water on the first floor into the basement.

When I went through the numbers on water/sewer it was apparent that under our "stepped" billing I was routinely leaving about 7000 gallons or more of water unused until the next price step.So I went down to $2 a wash and $2 a dry.

It's probably a different mindset than where you're from, but here most people don't mind.Your water bill is probably a combined water/sewer bill, so every gallon that goes into your lawn is a gallon charge for the sewer system that you're not actually using.
