For example, who does the backfill after underground utilities, who sets the anchor bolts, lolly columns, who coordinates the HVAC locations, who is verifying window openings and framed openings, who puts down the waterproofing in the tubs and showers, who verifies sewer lateral in street to where it exits basement to confirm you have proper pitch.... 

List price is often times a psychological price anchor.
