But I would bet a contract involving custom windows involves arbitration and non-refundable hardware. 

Which means rentals MAY produce the same amount as last year, if they are in good locations   So Potential buyers will realize how markets can can fluctuate and it may not be as safe as a bet as a long term property. 

I would say a duplex would be your best bet as well, but also stay open to SFH.

I bet a lot of the smell is hanging out in the carpet and pad as well as in debris in the coil if filters weren't changed frequently.  

I bet a similar percentage of "RE investors" got wiped out in 2008 as did people in stock.  

Those rankings are all relative and I bet a lot of folks would still be uncomfortable in the places deemed 'low' because it's just low for Baltimore.
