I can see selling raw vacant land is not the thing to do there. 

But for raw land that is going to take all this work and effort to even see that it works there simply is not a lot of value in what you bring unless the price is a SCREAMING deal and for some reason locals don't have it on their radar ( which is not likely in a market that is robust) 

It used to be raw and entertaining.

The best you're going to get is keeping ahead of the game financially and always vaguely feeling you need to go naked through a carwash a few dozen times to get the filth of the raw human misery you are constantly dealing with off your skin.

You can try  the tax delinquent list from your county to try to locate owners who are in some sort of financial distress but beware a lot of the time they are just a raw dump of all of the records and you will need to go through all of them to determine who is delinquent.
